Statement by the ICYF-ERC and Civil Society Organisations of the Islamic Countries in the Eurasian Region in Support of Azerbaijan’s “COP Truce Appeal”

On the International Day of Peace, the COP29 Azerbaijan Presidency has put forth the “COP Truce Appeal” calling for a global ceasefire during the 29th Session of the Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC). This initiative is rooted in the understanding that protecting our planet’s environment and ecological balance must take precedence over conflicts, highlighting the urgent need for global unity in addressing climate change.

Recalling that climate change and conflict are deeply interconnected, with climate change exacerbating conflicts by driving resource competition and displacing populations, while conflict accelerates environmental degradation, food insecurity and water scarcity, thereby intensifying climate impacts;

Recognizing the urgent need for global cooperation to address these dual challenges and the critical role of peace in ensuring effective climate action;

Guided by the principles enshrined in the UNFCCC, particularly its commitment to international cooperation on climate action, and recalling the UN Charter’s principles on international peace and cooperation;

Acknowledging the significant contributions of youth and civil society organisations in promoting peace and addressing the climate crisis;

Commending the Government of the Republic of Azerbaijan for hosting COP29 in Baku; and applauding the COP29 Presidency for proposing the COP Truce as a mechanism to unite global efforts towards peace and climate action during the COP29 in Baku;

Emphasizing that lasting peace and effective climate action are mutually reinforcing goals that require cooperation across all sectors of society;

 

We, the organisations named herein, hereby resolve to:

  1. Endorse the COP Truce Appeal and call upon youth and other civil society organisations worldwide to actively support and participate in the COP Truce during COP29 and subsequent COP conferences;
  2. Affirm that the COP Truce represents a unique opportunity to unite the global community in a time of escalating conflicts and worsening climate crises, reinforcing the need for undivided attention to both climate change and peace;
  3. Encourage youth and other civil society organisations to undertake the following actions in support of the COP Truce:
    • Engage in local, national, and international activities focused on reducing greenhouse gas emissions and strengthening resilience to climate impacts, particularly in regions vulnerable to both conflict and climate change to promote mitigation and adaptation efforts.
    • Mobilise and empower young people to lead grassroots climate initiatives that highlight the role of youth in creating sustainable solutions and contribute to achieving the goals of COP29 and beyond, leading youth-driven climate action.
    • Launch educational programs, advocacy efforts, and campaigns to raise awareness of the environmental costs of conflict by highlighting its detrimental impact on ecosystems and the climate, while advocating for conflict de-escalation and increased climate resilience.
    • Build and strengthen transnational networks of youth and other civil society organisations to share best practices and knowledge, and foster global solidarity for climate and peace through joint actions.

Call upon State Parties and stakeholders to recognise the critical peace-climate nexus and incorporate mitigation and adaptation strategies into broader climate policies during COP29 and subsequent COP conferences.

Commit to using the platform of COP29 and subsequent COP conferences to amplify the message that peace is an essential prerequisite for effective climate action and that addressing climate change is fundamental to ensuring global peace.

Let this COP Truce Initiative pave the way for concrete progress, reflecting our shared commitment to addressing climate change and working towards a sustainable, peaceful future.
